Expanding Garland Company to Redevelop 10-Acre Property

The City of Garland and RMR Estate LLC, headed by Mark Russell, have partnered on a 10-acre development project on South Jupiter and West Kingsley roads. The project includes a newly built headquarters and operations center for Russell’s company, Boardwalk Paving and Construction, as well as a 30,000-square-foot redeveloped and expanded retail space.

For the first phase of the project, Boardwalk Paving and Construction will construct a new 44,000-square-foot building on the eastern portion of the property. The expansion will more than double the company’s current facility, and Boardwalk expects to add approximately 40 employees to their current staff of 115 while continuing to conduct business in Garland.

For the second phase of the development, the front-facing shopping strip of the site will be redeveloped. At least 30,000 square feet of new spec building space, suites that can be customized depending on the future tenant, will be built, replacing the current 17,000-square-foot retail space.

The total project investment is expected to be nearly $15 million.

“Garland is happy to see a member of its industrial community progress, while also adding to a growing list of redevelopment endeavors,” said Ayako Schuster, Director of Economic Development. “The City’s focus remains on facilitating investment in its current building stock, and revitalization will be a key for future economic development activity in Garland.”

Among Garland’s recent redevelopment projects is the revitalization of its medical district, in partnership with Prevarian Companies and Harrison Street. At the intersection of West Walnut Street and North Shiloh Road, the VA Hospital and surrounding medical buildings will be transformed into Valoris HealthPark.

The City itself has also been investing in the community. Through the 2019 Bond Program, major improvements and additions are being made to the Garland parks and trail system in effort to enhance connectivity within and outside of the city. Improvements will also be made to City facilities, infrastructure and streets, and construction has begun on a major redesign of the Downtown Garland Square.
