About Brownfields 

The City of Garland’s Brownfields Program supports the assessment and revitalization of properties where environmental concerns may create barriers to redevelopment, reuse, or reinvestment. 

A brownfield is a property where expansion, redevelopment, or reuse may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. Brownfields can include former commercial, industrial, and other properties where known or suspected environmental conditions make redevelopment more challenging.  

Garland’s Brownfields Assessment Program 

Through a $500,000 Brownfields Assessment Grant from the U.S. Environmental Protection Agency (EPA), the City of Garland can help identify and evaluate eligible brownfield properties and better position them for future redevelopment. 

Assessment grant funding can support activities such as: 

• Phase I Environmental Site Assessments to evaluate a property's history and identify potential environmental concerns.  

• Phase II Environmental Site Assessments when additional investigation or environmental sampling is needed.  

• Site inventory and prioritization to identify properties that may benefit from assessment.  

• Planning and community engagement related to the assessment and future reuse of brownfield properties.  

Participation in the program can help property owners, developers, and the City better understand environmental conditions before moving forward with redevelopment. Public and privately owned properties may be eligible, subject to EPA requirements and site-specific eligibility review.
